MINUTES OF THE MONTHLY MEETING OF

DRYBROOK PARISH COUNCIL

HELD ON TUESDAY 19th OCTOBER 2021

AT THE BAND ROOM, DRYBROOK ROAD at 7.00pm

 

PRESENT: Cllr R Bardo (in the Chair), Cllrs G Meek, P Weaver, M Jones, R Moore, J Print, C Blake and M Garland.  Also present County Councillor Terry Hale, District Councillor J Fraser and 1 member of the public and 1 member of the public.  The minutes were taken by the Clerk Mrs D Smith.

  1. ACCEPTANCE OF MINUTES OF MONTHLY MEETING 21 SEPTEMBER 2021

It was proposed by Cllr Jones, seconded by Cllr Meek and agreed that the minutes were a true and accurate record and they were duly signed by the Chair.

 

  1. MATTERS ARISING FROM THE MINUTES, NOT ON THE AGENDA

Cllr Moore will order the mirror for the bottom of Hillside Road.

 

  1. REPORTS

Cllr Garland advised the salt bins in the village had been replenished.  The flood sacks will also be stored in the grit bin in the car park and a notice placed in the notice board and on Facebook to advise residents with details.  Cllr Hale will look into a grit bin for Forest Edge following a request from a resident.  He also advised that the toilets have re-opened from 10-4 Monday to Saturday.  A notice with details of cleaning etc was suggested for the outside the toilets and the Clerk contact details for any problems.  The toilets will be open when the Christmas lights are switched on as well as the Charity shop.  No decision has yet been made on the future of the Shop.  Cllr Garland suggested a celebration for the Queen’s Jubilee next year – councillors will come back with ideas.  Finally, Cllr Garland advised that new batteries were required for the flashing signs.  The Clerk had already contacted the company but had not received a response.  Cllr Bardo will try again and meanwhile Cllr Garland will order replacements from Amazon.

 

Cllr Weaver reported on the usage of Woodside Hall and ongoing repairs/costs.  The parish council and Cllr Hale will contribute towards the work.

 

Cllr Print thanked Cllr Hale for help with sorting blocked drains but commented on the need for pipe repairs and proper jetting.  He had also contacted our local Paralympic Gold medallist and advised of the proposed plaque in his honour and invited him to switch on the Christmas Lights, which he is happy to do.  Locations of the plaque were discussed and Cllr Garland will ask the homeowner opposite the chip shop about affixing it to their wall.

 

Cllr Blake offered to attend the forthcoming meeting about the Norther Quarter.  She also advised that she and Cllr Print had undertaken some training through the GAPTC.

 

Cllr Fraser advised of the Empty House strategy to alleviate housing problems and the appointment of  a co-ordinator to look after this.

 

Cllr Hale reminded members of the Build Back Better funding available, the plans to increase Police Officers and bring back Special Police Officers.  He had also compiled a letter regarding the hedging issue in Hillside Road and advised that the road was scheduled for resurfacing. He is still monitoring work at Mannings Farm development, particularly after complaints about the narrowing of the main road.  He will meet with Cllrs Garland and Moore regarding the Drybrook sign and fencing. Finally, Cllr Hale advised he is working on sorting drains and resurfacing of Morse Road and Drybrook Road.

Cllrs Print and Blake agreed to lead the planning committee.

  1. FINANCIAL MATTERS

It was agreed to make the following payment

  1. i) Payment of accounts: D Smith (September salary) – £308.67,   Postage & stationery & expenses (October), £16.50, Complete Landscape Gardeners (grass cutting July and September) – £1694, GAAPTC (training) – £28, PKF Littlejohn (Audit)  -£200
  2. ii) DECIDE ON PLAY EQUIPMENT FOR PLAY AREA – awaiting funds
  3. CORRESPONDENCE
  • Letter from Memorial Hall regarding land at Doctors surgery – this was discussed with input from a member of the Hall Committee who explained that the surgery wanted the covenant guaranteeing the land would also be used for a surgery, would be removed to allow for future investment from partners in the practice.  There is no chance for new partners with the existing covenant in place which would be more likely to put the future of the practice in jeopardy. The parish council advised that the Hall Committee would have to make the decision.  Cllr Hale volunteered to find out more information.
  1. HIGHWAYS ISSUES, INCLUDING SPEEDING & PARKING

Speeding on Morse Road was discussed and the resurfacing of Drybrook Road.

 

  1. ITEMS FOR INFORMATION ONLY AND AGENDA ITEMS FOR NEXT MEETING

It was noted that there was an increase in COVID cases in the area and Safety information for Halloween was suggested for the Facebook page.

 

The street cleaner position is being re-advertised.

The next meeting will be held on 23rd November at the Band Room
