MINUTES OF THE ANNUAL GENERAL MEETING OF

DRYBROOK PARISH COUNCIL

HELD ON THURSDAY 22nd JULY 2021

AT THE LANGETTS, HAWTHORNS ROAD at 7.00pm

 

PRESENT: Cllr R Bardo (in the Chair), Cllrs G Meek, P Weaver, M Jones, R Moore and M Garland.  Also present County Councillor Terry Hale and 3 members of the public.  The minutes were taken by the Clerk Mrs D Smith.

 

  1. APOLOGIES FOR ABSENCE

Thanks to Cllr Garland for allowing the council to meet in his garden due to COVID19 restrictions.

 

  1. DECLARATIONS OF INTEREST

None.

 

  1. ACCEPTANCE OF MINUTES OF MONTHLY MEETING 15 JUNE 2021

It was proposed by Cllr Jones, seconded by Cllr Meek and agreed that the minutes were a true and accurate record and they were duly signed by the Chair.

 

  1. MATTERS ARISING FROM THE MINUTES, NOT ON THE AGENDA

It was agreed to pay £50 to both G Parker and Cllr Garland for looking after the flashing signs.

 

Cllr Jones and Weaver had looked at the play area at Roebucks Meadow and suggested a swing for the older children and a roundabout – this was agreed and the offer for taking over the area will be accepted.  The ground covering will also need to be looked at to comply with safety standards and the hedges require a trim.

 

Cllr Hale confirmed that another enforcement order had been issued to the landowner at the Hollow.  Cllr Bardo will meet with Cllr Hale and, if needed, the council will contact a solicitor to push this forward.

 

The Clerk advised she had been unable to obtain further quotes for fencing at the playing field so it was agreed to accept the original quote.

 

It was agreed to reopen the toilets in September.  Some tiles were dropping off and Cllr Moore kindly repaired these and will make repairs to others that are in danger of falling off soon.  A quote will then be obtained for a complete re-tiling.  The astro turf has now been applied to the concrete area and planter and hanging baskets installed. Thanks were expressed to Cllrs Garland and Moore for completing this work.

 

  1. REPORTS

Cllr Garland advised the grit is now stored in the car park.  A notice will be placed in the noticeboard advising the contact number to obtain the code.

 

The Clerk is awaiting a decision on whether flood sacks have been allocated to the parish and will then order an additional grit bin for storing them as well as a grit bin for Manse Road.

 

Additional keys for the toilets are needed and Cllr Garland will sort this.

 

Cllr Weaver advised that Woodside Hall has been refurbished but need a new chimney and back door and will apply to the parish council for some financial assistance, with quotes.

 

Cllr Hale advised of COVID regeneration funds available as well as Highways funding for smaller jobs. He also advised that there is still the fly tipping mess at Harrow Hill but as it is on private land the District Council are unable to deal with it.  Cllr Meek will talk to the landowner and a skip will be ordered if needed.  Cllr Hale also advised of the closure of the Special Needs unit at Joys Green and the ongoing issues he has been sorting in relation to the Mannings Farm building development.  Cllr Bardo added that he has still been unable to retrieve the pole they removed that had the flashing sign attached.

 

  1. PUBLIC QUESTIONS

A request for made for signage to advise that Hazel Road is not suitable for HGVs.  Cllr Hale will look into this.

The ongoing hedgerow issues in Hillside Road were discussed and a letter will be sent to Guinness.

There were concerns over access due to the narrow lanes

P1233/21/FUL 7 Marfells Way, Ruardean Woodside – side extension and garage conversion

Agreed with the proviso of no dumping of materials in the car park, use is as specified (no granny flat) and no complaints about the usage of the hall.

  1. FINANCIAL MATTERS

It was agreed to make the following payments

  1. i) Payment of accounts: D Smith (July salary) – £308.67,   Postage & stationery & expenses (June- Aug), £52.85, Complete Landscape Gardeners (grass cutting) – £884, I Selkirk (audit fee) – £155, Forest Review advert – £96, Defib – pads & battery –£328.80, Npower (Christmas lights) – £370.62, M Garland (expenses) – £155.35, R Moore (tiles) – £25.69, M Garland (flashing sign) – £50, G Parker (flashing sign) – £50
  2. ii) AGREE STATEMENT OF ACCOUNTS  – agreed

iii)  AGREE INTERNAL AUDIT REPORT – accepted and agreed

  1. PARISH COUNCILLOR APPLICATION

Following the application of John Print, it was agreed to co-opt John Print and he was welcomed to the parish council

  1. AGREE STREET CLEANER INFORMATION

The areas of street cleaning, hours and salary were agreed and the Clerk will create a job description to be sent to those interested in the job.  Cllr Moore advised he will clear litter in the play area and the area up to Cavendish Park and it was agreed to pay him accordingly.

  1. CORRESPONDENCE

None.

 

  1. ITEMS FOR INFORMATION ONLY AND AGENDA ITEMS FOR NEXT MEETING

There were concerns over the large vehicles travelling through Hawthorns from the A40.  Cllr Hale will look into what can be done.  Also ongoing problems with parking outside the Co-op blocking the pavement were discussed.

 

Letters of thanks to those who did up the telephone box at Woodside will be issued.

 

Cllr Hale was asked to check the weight restriction on the Stenders Road and to sort the “Drybrook” sign to be installed near Hales.

 

Finally it was noted that the area by the recycling area is overgrown and requires cutting.
